A puppy mill is a large-scale commercial dog breeding operation that prioritizes profit over the health and welfare of the animals. Dogs are kept in cramped, unsanitary conditions with little to no veterinary care.
Most pet store puppies and many online “breeders” source their dogs from mills. The cute puppy in the window represents a mother dog trapped in a cage — often for her entire life.
The USDA licenses commercial breeders under the Animal Welfare Act, but minimal standards allow conditions that most Americans would find shocking. Many mills operate entirely outside federal oversight.
Red flags include: puppies always available, multiple breeds for sale, no vet records, unwillingness to show facilities, and pressure to buy immediately. Always meet the breeding parent and see where puppies were raised.
A USDA license permits dogs to live in stacked wire cages barely larger than their bodies — for their entire lives. Breeding females may never feel grass under their paws. The license is often marketed as a safety guarantee; it is not.
